Definitions of Expert vs. Novice
This link goes to a PPT from the medical field. Although not an "official" source we could quote, it does offer a pretty basic description of novice vs. experts, and facilitating community of practice within an organizaiton that might help get our us started, at least in understanding what some of these terms mean at an elementary level.
